CONSTITUTION
STATELINE OFFICIALS ASSOCIATION



ARTICLE I – NAME

  1. The name of this organization shall be the Stateline Officials Association.

ARTICLE II – PURPOSE

  1. The purpose of the Association shall be to obtain uniform interpretation of sports rules, to improve officiating techniques by means of rule interpretation meetings, and to foster higher standards of officiating.

ARTICLE III – MEMBERSHIP

  1. Any person who meets the requirements of the WIAA for officiating athletic events shall be eligible for membership in this association. All applications must be made to the President of this association
  2. Any person who applies for membership shall pay the annual dues. There are no refunds for any dues.
  3. Annual dues shall be established by the Board and ratified by the members at the annual meeting.
  4. The Stateline All Sport Officials Association reserves the right to refuse membership to anyone. All memberships may be subject to review of the Stateline Officials Association Executive Board.

ARTICLE IV – OFFICIERS/ BOARD

  1. The officers of the Association shall be the President/Treasurer, Vice-President, Secretary.
  2. The executive board shall be composed of the officers of the Association together with Sports Chairperson of each of the designated sports. (those sports being: football, volleyball, basketball, track, baseball/softball, wrestling)
  3. The executive board meetings may be called by any of the executive board members for designated purposes.

ARTICLE V - DUTIES OF THE OFFICERS

  1. The President shall conduct the annual business meeting. The president shall have the authority to call special meetings of the Association and its Executive Board, as the President deems necessary.
  2. The Vice-President shall preside in the absence of the President. The Vice-President shall assume any duties of any of the officers which leave the Executive Board until the next annual meeting at which time a replacement will be voted upon by the membership.
  3. The Secretary shall keep track of all membership. The Secretary shall also be in direct contact with the WIAA in sending in our roster.
  4. The President/Treasurer shall keep track of all dues coming into the Association. Members shall send their dues and membership forms to the President of the Association. The President will be responsible for deposits and payments for the Association.
  5. Director of Sports – The primary responsibility of the Sports Director will be to set up a schedule of meetings, dates, programs, rules topics, testing, and to keep a progress record of the Association members in that particular sport, and to attend Executive Board meetings. All meetings must be posted and offered to all members.

ARTICLE VI – MEETINGS

  1. The annual meeting shall be held in August, prior to the start of the school year.
  2. A quorum for meetings of the Executive Board shall one-half of its membership. A quorum for Association meetings shall be twenty-five(25) percent of the active membership. No regular business shall be conducted unless a quorum is declared present.
  3. Robert's Rule of Order – Revised Edition shall govern the conduct of all meetings.

ARTICLE VII – DUES AND FEES

  1. The annual dues for the Association shall be set by the Executive Board subject to the approval of a majority vote of the membership at the Annual Meeting.

ARTICLE VIII – AMENDMENTS

  1. Proposals for amending the Constitution and By-Laws shall be presented to the President or Executive Board in writing.
  2. The President shall refer the proposal to the Executive Board for editing, recommendation, and presentation to the membership at the Annual Meeting. At this meeting the attending membership shall determine by a majority vote if the proposal will or will not be accepted.

ARTICLE IX - GOALS

  1. It shall be the intention of this association to provide whatever benefits it can to all officials.
  2. The membership dues shall include the following:
    1. Availability to the library of association training materials.
    2. Referral of all open dates to coaches desiring officials. The association, however, does not guarantee any officials officiating dates.
    3. Admission to all meetings
    4. Listing in the Associations Website Directory
    5. Listing of the names of officials sent to all area schools, conference commissioners and the WIAA

  1. The official website of this organization shall be www.statelineofficials.org
  2. The secretary and/or president shall be responsible for updating the website or his designee.
